Queens Square Place Westminster
London 19 March 1827

Sir

Since the parcel went which inclosed the
letters and papers sent in answer to your the letter to me with which you have honoured me I have heard with the most ardent
sympathy and admiration the outline of your political
life, in that speech of yours, with which a sight of
together with other printed State papers, with a sight of your Cousin
and Agent Mr Herrera some time ago favored me Now,
within these few days I have, to my great sorrow, heard translated (for
the state of my eyes sets limits of my own eyes to the use I am able to make of them)
the papers printed documents, exhibiting which exhibit the act of
force committed by the President of your State, and the
measures of self defiance and repression taken by
what appears to be a great majority of the Deputies
of the people.

In Some months ago the parcel abovementioned, in answer to the letter with which you honoured
me I sent you Spanish translations of three tracts of
mine relating to legislation as also upwards of 200
pages of the proposed Constitutional Code which I am
printing for publication in English. I send you by this
conveyance as far as 464 pages of matter already printed
of the first of two Volumes of which the work will
consist: of the outline of it as exhibited by the Table
of the titles of Chapters and Sections a Spanish
translation was contained in one of the pamphlets abovementioned
It will These 464 pages in English will be accompanied, I hope, with near 300 pages
of a Spanish translation which at my expence is making by an
a hand of high reputation for skilfulness, (the same who performed the abovementioned
translations Dr Rugblane
member of the late
Spanish Cortes)

skilfil hand, and to printing for distribution,
without hope or probability of reimbursement of any
part of the expense. I shall watch every opportunity
of sending you continuations, as the printing advances.
