As to the remote and alternate cause, in this instance
as in all others it may be found in the state of the particular interests
on the part of those in whose exertions the obtainment
of the mass body of information in question depends has depended.

The Under a constitution purely monarchical, there
being one person who has is apt and takes an interest⊞ ⊞ in every thing that is done or suffered by the individuals subject to his power – an interest which, though to some
purpose it is apt not to be as great as would be
wished, is to other purposes apt to be rather greater,
it seems natural enough that a deficiency of this sort
as so when pointed out should be supplied, on the subject part
of the field as in all others the business of legislation is the business
of a Monarch.

Under the mixt constitution, the limited monarchy
that so much to the advantage of the community upon the
whole has taken place in Britain, the individudal whose
interest in the state of the law is equally great with that
of the Monarch under un unlimited or less strictly limited a pure monarchy is not to be found.
So great is the multitude of the sharers, that have the
business of legislature is may to this purpose be said to be if
not strictly speaking every body's business; yet to the present
purpose every body's business: and every body's business
is as every body knows, nobody's business.
