Here then in relation to this same universally coveted matter
are two authorities: one of them having the whole of it what there
at its disposal what there is of it at its disposal, but not of
itself able to give encrease to it such addition to it: the other able to give
encrease to it, and that to an unlimited amount, but
at the same time of itself not able to get for its own case
so much as a single portion of it. Here then is a certain
mutual power of mutually relation situation. Here is a certain profit which
by the assistance of the other each can make: without the
assistance of the other, neither. Meantime in both situations
human nature is composed of the same materials: of for the matter
of good in all those its several shapes, the appetite is the same
in the one situation as the other. Of this same pretious matter
the Supreme executive has the whole mass and that an immense one
at his disposal: Of the Supreme Legislative the number all together
with the exception of what allowance they have been permitted to make
for themselves in the shape of official salary, not a particle.
Between those in the one situation and those in the other the encrease is
continual: to put all any one of them on both sides in possession of what can
not fail to be a constant object of his desire to him nothing more it is
necessary than a mutual understanding – an agreement which
to effect its every purpose, made not so much as to be expressed.
Thus by the conduct of men To the imagination of men on both
sides, an obvious contract or bargain, pregnant with mutual advantage
presents itself: a contract, a tacit contract the terms of which if expressed in

as far as you see convenient, to the aggregate value of the good thing
not at present, and at any rate preserve it from decrease.
