Prodigious is the mass of complication useless – needless
and mischievous complication – produced by limited and indistinct
views: in particular by views of evil, that which, in the instance of this or that
individual, would have place, were they not as they
are removed by a majority of so great, that
the what would be the evil, which would be produced by
the majority, whos in whose instance it has not place, is
drowned and in it and absorbed by it.

At the first concoction of the system, such mass
surplusage in this form is unavoidable, the grounds of action
remain as yet in a state of obscurity. But sooner or
later that which is superfluous comes to be discriminated discerned
and distinguished from that which is really necessary: then
