<p>Abstractedly considered, reward in this shape may<lb/>
 
seem capable of being ranked under the denomination of <hi rend="underline">factitious<lb/>
 
reward</hi>:  but, considered in its application to the sort of service<lb/>
here in question, presenting itself <del>to all eyes</del> <add>without need of promise</add>, as it will<lb/>

in which the business of legislation is in the hands of a body<lb/>
of Representatives chosen by the people, that part of the <add>business,</add><lb/>
which consists in the preparation of any such body of<lb/>
proposed law for the consideration of the whole Assembly,<lb/>
will be in the hands of a select few, under the name of a<lb/>
<hi rend="underline">Commission</hi> or <hi rend="underline">Committee</hi>.  In any such hands, <del>besides its<lb/>
being usual that,</del> <add>attaching</add> to the exercise of this function, any <del>particular</del> <add>specially<lb/>
appointed</add> factitious reward, in the shape of <hi rend="underline">pay</hi>, or <add><del>in a share</del></add> in any other shape<lb/>
<del>shall be attached</del> is as far from being customary, and thence<lb/>
from being probable, as it is from being eligible.</p>
<p>But <add>it has been shewn that</add> in hands so situated, the business, of preparing<lb/>
a proposed Code in the first instance for the consideration<lb/>
