Against frauds of all kinds, it is antidote of its offences must
br indisputable sovereign efficacy.
It would put an end to every kind of fraud of which
the success depends upon the past offender's shifting
the scene to another of place within the dominions of the
same state: obtaining goods on credit without design
to pay: obtaining goods or money on pretence
of an order or from the owner; hiring horses
and making off with them; and so on forth. A stranger⊞ ⊞ comes to a man;s
house asking for
in his absence
pretending to be such
for his great coat, his
watch or something
else which he has left
behind him,
makes his appearance alledging a commission with some order of this sort.
When an application of this sort any such kind is made by a stranger
the answer will always be, "Sir, I don't know you, but
"shew me your mark, and what you ask for you shall have it.
it shall be as you desire. Personating a proprietor of stock in order
to sell it or receive the interest, personating a seaman
to whom pay is duty due, these and many
other such offences against which the English
law binds has thought it necessary to bind the whole force of its severity, would
be rendered utterly impracticable.
