<p>Of The political sanction the power is by the supposition<lb/>

the less true) in so far as it is applicable <add>applies</add> to this case.  Remains<lb/>
the popular or moral sanction as the only <del><add><gap/></add> moral</del> force<lb/>
by which any check can be applied to abuse of power<lb/>
be it ever so <unclear>enormous</unclear> in the hands of rulers.  But this<lb/>
force of the popular or moral sanction it is only by the<lb/>
sort of imputation in question that in the very nature of<lb/>
the case it is possible to bring it into action, and make<lb/>
application of it to this purpose.</p>
<p>In so far as the conduct of rulers is exempt from<lb/>
the imputation of misrule, the moral sanction so far from<lb/>
being against it, operates <add>acts</add> in support of it with all its<lb/>
force.  Only in so far as <del>the imputati</del> upon enquiry<lb/>
the imputations are <del>found imf</del> <add>proven turn out to be</add> well grounded, only<lb/>
in so far as the conduct of rulers is found to be justly<lb/>

grounded and well grounded together what is it that<lb/>

licence for the enjoyment of the pleasure and profit<lb/>
of misrule – of misrule in all its shapes:  and to <add>in<lb/>
what design</add> what <del>can</del> add>purpose</add> can he be thus contending for the faculty<lb/>
of producing unbounded mischief <add>exercising unbounded tyranny</add>, but <add>in</add> the design of exercising<lb/>

Of The political sanction the power is by the supposition
compleatly in the hands of rulers, that of the religious sanction
is so too (how much so ever to be regretted this is not
the less true) in so far as it is applicable applies to this case. Remains
the popular or moral sanction as the only moral force
by which any check can be applied to abuse of power
be it ever so enormous in the hands of rulers. But this
force of the popular or moral sanction it is only by the
sort of imputation in question that in the very nature of
the case it is possible to bring it into action, and make
application of it to this purpose.

In so far as the conduct of rulers is exempt from
the imputation of misrule, the moral sanction so far from
being against it, operates acts in support of it with all its
force. Only in so far as the imputati upon enquiry
