§. Damnification

If in this case, the illegal act of damnification, destruction
of the machinery which is the implement of
their suffering be employed, vengeance cannot
reason be set down as their sole motive. In the
practice in question, illegal as it is, they behold
not only a gratification for the irascible appetite
but the only chances of obtaining redress by satisfaction
given to the concupiscible — so long as they
sit down patiently under their sufferings, they
and their sufferings remain unnoticed, but
when, from being wrongees, they become wrongers,
then it is, and not till then, that it into
the unlawful atom of anybody — of the authors of
their sufferings — of individuals at large, or of the
govt, to think of affording them relief.—

There are two parties to whom it ought to
be an inviolable law, as often as any charge
of this sort, in a certain degree sudden and
is produced, to make provision for it, in
such sort, as to and present sufferings
on both sides. These are in the first ,
the individuals who seek thin profit, in the
new inventions, in the next on the part
of the publick, among which the profit by them is
the government.
