<p>If in this case, the illegal act of damnification, destruction<lb/>
of the machinery which is the <unclear>implement</unclear> of<lb/>
their suffering be employed, vengeance cannot <gap/><lb/>
reason be set down as their sole motive. In the<lb/>
practice in question, illegal as it is, they behold<lb/>
not only a gratification for the irascible appetite<lb/>
but the only chances of obtaining redress by satisfaction<lb/>
given to the <unclear>concupiscible</unclear> &#x2014; so long as they<lb/>
sit down patiently under their sufferings, they<lb/>
and their sufferings remain unnoticed, but<lb/>
when, from being wrongees, they become wrongers,<lb/>
then it is, and not till then, that it <gap/> into<lb/>
the unlawful atom of anybody &#x2014; of the authors of<lb/>
their sufferings &#x2014; of individuals at large, or of the<lb/>
gov<hi rend="superscript">t</hi>, to think of affording them relief.&#x2014;</p>
<p>There are two parties to whom it ought to<lb/>
be an inviolable law, as often as any charge<lb/>
of this sort, in a certain degree sudden and <gap/><lb/>
is produced, to make provision for it, in<lb/>
such sort, as to <gap/> and present sufferings<lb/>
on both sides. These are in the first <gap/>,<lb/>
the individuals who seek thin profit, in the<lb/>
new inventions, in the next <gap/> on the part<lb/>
of the <sic>publick</sic>, among which the profit by them is<lb/>
<gap/> the government.</p>
