Penal Code

To the ruling one or few in this situation this check is
altogether wanting: the law is their wish, the expression of their
own will: that it should at their hands wllingly receive any such
shape as should cause it to operate against their own interest
against what they regard as their own interest, is, as above,
a case conceivable indeed but not possible.

To misconduct in their private capacity, yes: to
acts by which person, reputation or property or diminished
condition in life is made to suffer, yes: to acts of
this description consent suffer they will that legal check be
applied: the same sort of check without much difference, that
is applied to misconduct in the case on the part of the subject many.
Why? because from misconduct in these shapes each one
of them is exposed to suffer at the hands of every other:
each one therefore consents to subject himself is content to be stand subjected to the
check, that are at other could he enjoy the
benefit of it.

It is therefore inconsistent with the nature of man
that against misconduct on the part of the ruling view, acting
in a corporate capacity, and under the direction of a joint
interest, there should at the hands of the politcal or legal
sanction be ever exist any effectual check any effectual remedy.
To say that there is can be is little less than a contradiction in
terms.
