Ch. IV Offences Affecting Revenue
§.5 Smuggling or Contrabandism

This portion of the field of the law is of the number
of those, which will naturally and necessarily
be in a particular degree fruitful in those aggregates
of regulations, which have been distinguished
by the denomination of particular codes. The
bond of unity in this case, will be the identity
of the class of persons, to which in a principal degree, the
regulations therein contained have application:
to wit, those classes of persons, on whom as
parties principally concerned, the obligations
in question are imposed.

For its object or end in view, this severance
will have the exonerating the minds of the persons
not belonging respectively to these classes from the
burden of bearing in mind the substance and
tenor of the several regulations. The effect will
be that supposing the number of the different
classes of contributors charged with the several aggregates
of obligations, in the aggregate of the matter
of this same financial code 100, the mind of
each, instead of being loaded with the whole
matter of this same code, will be loaded with no
more than a hundredth part of it.

☞ Make further mention of the several classes of persons occupied
in giving execution and effect to the several principal regulations. This will
be 1. financial collectors, 2. Judicial functionary 3. persons at large, from on whom
incidentally there may be need of imposing obligations for this purpose.
