Art. 11. Legislational-amendment inspection
function. The Pannonion being, with or without the service
already as yet performed by the Legislative Minister, supposed
completed, no altered and succeeding legislative operation
can be performed by the Legislature, without operating
in the character of an amendment(a), upon some
part or other parts of the matter which it finds established.
