<p>In this Code, one of the most striking features will<lb/>
probably enough be, the strictness with which functionaries in<lb/>
all <unclear>time</unclear> and grades, but more especially the highest, are in<lb/>
here endeavoured to be held to their duty. It will be <sic>stiled</sic> unprecedented: <lb/>
and the assertion conveyed <add>expressed</add> by this epithet, is unquestionably<lb/>
true. <add>In</add> The term <del>will be <gap/></del> the reproach <add>assertion</add> of inaptitude,<lb/>
will be understood to be conveyed: <add><gap/> to</add> this assertion no<lb/>

the Code having for its object <add>endeavour</add> the greatest good <add>happiness</add> of the greatest number<lb/>

of being prevailed upon to accept them? <del><gap/></del><lb/>
Altogether <unclear>natural</unclear> the question likewise. The answer is this<lb/>
<gap/> person whatsoever: every person who is worthy; no person<lb/>
who is not worthy: and to keep out those who are <del><gap/></del> <add>not</add> only<lb/>
this is one main <add>use and</add> object in view in the establishment of them.</p>
