Art. 1 For the prevention of conflict doubt and disagreement
between Subminister and Subminister in respect of the as to the extent of their respective powers,

may in their respective departments have need of the service of
the same person, or the same individual thing at the same
time. In this case the preference will naturally require to be given to
that particular branch of the service the importance of which is on that through which for want of the services of
individual occasion greatest the person or the use of the thing at the time in question, the detriment to the public aggregate interest
of the community would be the greatest
