By this circumstance in conjunction with another others, the
number of the Judicatories is determined. But for the consideration
of the expence, this number could not be too great, it
being assumed that for this purpose their local fields of jurisdiction
shall be as equal as the difference between degrees of populousness
and physical means of communication will admitt: for supposing in this case a prudent
degree of approach to equality, the greater the number of the judicatories
the less will be the journey which that inhabitant whose habitation
is most remote from the Justice Chamber will have to
make.
But unless not only the Judges themselves but those their
