§. Justice to the poorest

Art. 1. Expence, in a pecuniary, or what comes
to the same thing, in a quasi-pecuniary shape is
on every occasion, as on the one side of the suit, so on the other, or with indispensably necessary to the ad
obtainment of judicial service: expence and of this expence,
