Art. 1. Special demands for temporary secrecy
excepted, (of which, in the Penal and Civil

as thenceforward, the publicity be maximized.
Transparency is the best prime security for justice.
In the darkness of secrecy, sinister interest and evil in every shape, have full swing. When
there is no publicity there is no justice. Only in proportion as publicity has place can any
of the checks, applicable
to judicial injustice,
operate. Where there is
no publicity there is
no justice.
Instructional.
Art. 2. To the purpose of contemporaneous
but evanescent publicity, serves the ation given presence of
the several actors in the Judicial Theatre, as per enumerated in §.2;
and in particular that of the appointed Judicial Visitors, as per Ch. XVII.
