Every person who for the eventual purpose of complaint
causes any such recordation to be made does so under
responsibility in respect of groundless or under vexation, responsibility say the way compensation and punishment

complaint, makes or causes to be made make any such minute,
does so under his responsibility: exposing himself to the

or as for injurious vexation, should the complaint be deemed false
frivolous or false: mischievous or especially should the falshood be
deemed to have been accompanied, not merely with mere rashness,
but with evil consciousness: that is to say the consciousness
of its being, on the whole, or in any part false materially false.
