Enactive Instrument. Ratiocinative
Art. 4. In case

Art. 5.
Art. 5. True it is that Possible indeed it is that to the function
in the instance of this functionary as in the instance of any
other functionary or any other individual trustee, it may happen to be

the most untrustworthy not excepted.

The security thus afforded by the care of a functionary,
who, by reason of the smallness of the his territory is nearer to
the spot in question than any other can be is not in added not substituted; to
to above the greatest security afforded at by the current practice.
