§ 8 Establishment

Your Lordship has now seen, by with what ingenuity ingenious
industry it was contrived, that for some months together – from
17th August 1799 to 25 March 1800 so plain a
question should wait be kept waiting for so plain
an answer. Your Lordship has seen – in a and I
manner trust beyond a doubt that if in during all this time if
it were not expressly agreed there should be no
agreement, it was at least sufficiently understood
that no understanding should take place. Difficult
indeed it would be to say how long the duration
might have been if this harmonious discord or
whatever expression to the most opposite this
discordant harmony – if Mr Nepean – with
the rough and or and unwelcome accents
of plainscaling and plain sense had not
so unexpectedly come in to destruct it. And
when he did come in and did destruct it – and
it was then disturbed – and the performers were
thrown into a little confusion – what was then
the consequence what was the intended establishment
and the insulted law authority of Parliament the better for it? – Alas
nothing? a trifling change of key and state the harmony went on and – always
in the same strain stile – with only a little change of
key, – modulation a little different – the general
effect always the same.
