In browsing to the Minute of the next day — the Minute
grounded on this letter Your Lordship may observe
the improving effect efficiency/power of time. A time There was a time Time was
when "their Lordships felt it "incumbent to mention
"compensation to Mr Bentham" — but that was in
August (the 25th of August) 1800. There was a time when
the idea of liberality floated in his Graces mind, in
company with the idea of compensation: but this
was in March (the 17th of March) 1801.

In the six or seven months thus intervening
Your their Lordships mind had gained improved to such a degree
in strength that now in by the day next after Mr
King's letter (18 March 1801) they had shaken of the
incumbency and as to the liberality this they
leave to sink in the mind that started it.

What now remains of the "incumbency" — the liberality"
and the "compensation" is the desire on the part of
their Lordships to know of Mr Bentham what
compensation he conceives himself intitled to in
the event of the relinquishment and on what terms
he would be willing to contract for building a
Penitentiary House for 500 persons — his willingness
to see the seven years ago accepted and over to see the promised thousand and two thousand vanish
and over again confirmed proposal for twice the a thousand
