In what precise character this reason is introduced
whether as that of an independent substantive reason article of
itself or as a sort of general and introductory a description of
the reasons grounds that are to follow (viz: the improved

New South Wales and the improvements, and Jail improvements in the Jails

take upon me to say venture to pronounce.

My leaning is towards The construction the most favourable to the argument
and that is the considering it as constituting a reason of
itself: for I can venture to state it as incomparably
better worth than any of the rest — or indeed them all
of them put together.

In one particular it distinguishes itself from all
of them — and greatly singly to its advantage. There is neither
any notorious falshood involved in it — nor any palpable staring/glaring absurdity —
nor any scandalous demonstration display of treachery
and breach of faith such as that which Your Lordship
has seen already in that the place which has taken the lead
of it. As it means nothing and amounts amounting to nothing
it has no properties and consequently no
disgraceful ones. This should have been the burthen.
Instead of the four other reasons Honourable Gentlemen
should have repeated this innocent and quiet reason
five times. Tempora mutantur, et nos mutanium in illis.
In this addition decoration they might have added if not rhyme, yet
besides having metre, which issuch as is at least an equivalent for rhyme.
