Inessentialia?
Dispensing power
Quere
Let it not be said that the sort of cases thus put are
extreme cases. Is there any thing more likely
to happen any day or every day, than what has thus
actually happened? been seen to happen? Is there any thing more in less extraordinary
course than that the a Secretary of State – I jump of course to the time in which in that particular always when in that character the public may have ceased
to enjoy the benefit of Your Lordships services that (excepting the proper exception)
that a Secretary of State () taken in the abstract, should have a dependent who had a job to carry to get a job done that
would not bear examining into, should find it
necessary to throw out a plan, that had been examined
into and approved with applause by Parliament? Is
there any thing less extraordinary it a case so very out of nature, extraordinary than that a the Minister
(it being understood, that⊞ ⊞ after a plan has at his instance been required by Parliament to be carried into execution he remains as much
of a plan, after Parliament had required it to be of it, as well as of his own engagements grounded in it
carried into execution as he was before as before)⊞ ⊞ that a Minister thus secured and set at his case, should to be ready to
sacrifice and sell the plan o er and over again as often as a suitable purchaser
pres happens to present himself, to sell it for valuable consideration, if his vice passion were avarice
– for good consideration only if his vices passions
were ambition and pride – to any one whose interests,
real or supposed, it stood in the way of – and
who in the shape of peace and quietness at the to be enjoyed at a
common table, or in the shape of political support
in a case of exigency to be received afforded in an emergency – could be able and content to
pay him for it? Would it be an extraordinary
mode of payment – any more than would it be bad payment for
such a Minister, if while full of the hope of
forcing
