1. 2. Its unbridledness The holder not responsible for its exercise is for that of coercive form.
2. Its strength To produce its effect it needs not any act operation on the part of him by whose
disposition is exercised by means of it.
3. It the character of those on whom it operates.
§. Will-regarding influence – alias influential power – its
peculiar aptitude in contradistinction to coercive power – its
peculiar aptitude to serve as an instrument in the hand
of despotism.
