Ch. Principle of Utility – sole source of all appropriate arguments
§. Ruling few – interest they have in giving their sinister interest how it gives currency to
inappropriate arguments – and in particular to the argument
expressed in the word innovation.

One case there is – and but one – in which no
sinister such sinister interest as can reasonably be
expected to be effectually and generally predominant
has place in the breasts of the rulers: and that is
the case in which the rulers are the elected deputies
of the greatest number of the whole people.

In every other case, be the whether the sovereign
authority be in the hands of one alone a Monarch – of one aristocratical
body alone, of a Monarch and an Aristocracy
together, of a Monarchy and a democracy acting by
deputation of an aristocracy and a democracy acting
by deputation, or of a monarchy viz aristocracy and
a democracy acting by deputation – the sinister in every
such case, a sinister interest will not only have place
in the breasts of the few rulers, but may might reasonably be expected
to be effectually and generally predominant.

But in one or other of these cases, with the exception
of the associative American United States confederacy of it which is in the course
first mentioned, is and has been every considerable state
that now is or ever has been in existence.
