<p>The conquered territory can not be kept but there<lb/>
must be offices created <del>offices</del> for the government of it:<lb/>
offices, with power attached to them, necessarily and<lb/>
by the supposition:  and with pecuniary emolument<lb/>
in a greater or less proportion, directly or indirectly<lb/>
avoidably or surreptitiously reaped.  Here then is so<lb/>
much of the matter of corruption in the shape of money<lb/>
power and patronage accumulated in the hands of the<lb/>
members of the administrative and legislative bodies.</p>
<p>So long as the supposed democracy is really a democracy<lb/>
no such accumulation can have place without being an object<lb/>
of just and constant jealousy in the breasts of the ultimately<lb/>
ruling many.  The man who declares his wish to see any<lb/>
such conquests made<lb/>
and returned, proclaims<lb/>
himself thereby an enemy<lb/>
to liberty – an enemy<lb/>
to the constitution.</p>
