<p>In the present case in my view of the matter, of<lb/>
the division of power thus established a probable effect, and<lb/>
<add><del>probable and the more probable</del></add> that a more probable one than any <unclear>diminution</unclear> of the abuse<lb/>
is the adding to it:  viz. by substituting at the expence of<lb/>
the <unclear>former</unclear> meant to be protected, two profits instead of one.</p>

The principle on which the supposed security is grounds

But in according to my view of the matter the division
of power, in some instances though in in a certain practice be very salutary efficient and useful principle
is so no otherwise than in so far as it tends to is promotion of publicity,
to the subjecting the business in question, be it what
it may to the immediately or eventually to the scrunity
of the public eye. Publicity of the acts done in the exercise of power
of the public eye with liberty to contest canvas the propriety of them this
then is the only immediate and intrinsically operating efficient "remedy" of.

Suppose this scrutiny more only intrinsically efficient security out of the question, the effect
of the other is will be found rather mischievous than salutary: mischievous,
to wit either a shewing disagreement by stopping
the business altogether, or in case of argument, by effecting it
at the public expence: the more greater the number of the parties to the disagreement
the greater the number of parties the persons to be satisfied
and if satisfied, satisfied of course at the public expence.

As it is in the great world world at large so in my view of the
