In Rochester Row,
on the opposite side of
Tothill Fields, is habitually
stationed a
military Guard of nine
men. Being in view
they would be under
command of a Magistrate
in the Panopticon.
Drummers go
there habitually to
Practice Drumming. p.6.

the prompt presence
of a guard of any
required strength, might thus be
added the habitual
presence of a small

Option here is between

were in London,
the ratio of dischraged
Convict Population
to General do. would
