But that which wouldappear to be a comparative good under a form of government
which has for its end in view the happiness of the few at the
expence of that of the many, would be annext evil form
having for its end in view the greatest happiness of the greatest
number, or the supposition that that end is aptly and successfully
pursued. In the form of government of which the late of the
Quasi Jury as here described flows in part, the functionaries any to
