1. To each such political situation belongs a sinister interest:

workman is not responsible to any authority other
than that of the body of people at large, and including that portion of it

interest - the only sanction by the force of which the completion
applied created by that sinister interest is counteracted
is the force of public the interest of opinion: disapprobation for in cases
of and in proportion to misconduct in the execution of the
work: approbation in case of and in proportion meritorious to good
conduct i.e. meritorious service in the execution of the works
But, in proportion to the number of hands In which it applies among which it is
showed the suffering produced by public disapprobation sufficesis
