Memorial

That by the first Sections 1 & 3 of the said Act to
which your Memorialist humbly begs leave to refer
your Lordships for particulars
powers are given
to your Lordships in the first plan for making choice of ground
for the said purpose and appointing a Feofee
or Feoffees for the by whom and in whose name the purchase thereof should be made, and
in the or end plan for contracting with any person

for the erection of a any number of Penitentiary Houses
as also by and afterwards for the nomination of a Governor
or Governors thereof of such Houses when erected.

The object of this Memorial is therefore
humbly to pray your Lordships that your
