Panopt. – Observat on Holford

Suppose the option given to of those any Convict of the description
suppose it given to an imprisoned convict. Which You
may have which you will which shall it be? as much
victuals as you can eat, of victuals a limited quantity
of the like victuals determined by a Table for every day
in the year so constructed that each article every article in it should cost
the same of the days on which it was purchased, more money
than it would have cost had it been purchased on some
other day earlier or later?

In the Seen as it is in this suggestion vague
as it is may been seen a specimen of the Hon sort of
covering under which the establishment would under the Honourable
management be conducted, public money
disbursed as more waste, and without a possibility of
benefit to the prisoners or anybody else in any an imaginable
shape.

One expedient indeed this is by which this waste
wa might be prevented, and that is a corresponding Table
of fixt prices, wherein all persons dealing in the goods
in question should see for every day in the year the
prices at which they should be obliged to sell such their
goods. Not to Penitentiary Convicts and their purveyors
alone, but to the poor in general to poor you and to
rule likewise might provisions and all other good things
be made cheap and plen you as cheap as heart could
desire.
