two pence.  But then it would appear manifestly<lb/>
and indisputably to be a ministerial paper;<lb/>
since it would at that case appear impossible<lb/>
to be any other than a losing bargain,<lb/>
and it would be evident that no private purse<lb/>
would charge itself with the loss.</p>

For the above reason, it seems necessary <add>not</add> to reduce<lb/>
the price <del>lower than</del> to <add>less than</add> <hi rend="underline">two pence-halfpenny</hi>:<lb/>
