Gain; it is taken for granted would not be the object,
and it is presumed, that even a considerable expence
would not be grudged in the prosecution
of so useful and important a design. To consider
the matter therefore in this point of view alone,
the paper price might, it is conceived, be so low as
two pence. But then it would appear manifestly
and indisputably to be a ministerial paper;
since it would at that case appear impossible
to be any other than a losing bargain,
and it would be evident that no private purse
would charge itself with the loss.

For the above reason, it seems necessary not to reduce
the price lower than to less than two pence-halfpenny:
in which case it would appear to be a hazardous bargain undertaking indeed, but not demonstrably a losing
one.

On the above supposition as a means of baffling
calculation, and in order to leave room for supposing
that the Manager might expect to make a profit profit is expected,
the following manoeuvre might be employ'd. The
price of the Advertisements might be raised a trifle
in pretence of the advantage to be derived from
so extensive a circulation as might be expected
in consequence of the abatement. This, in the event
would probably rather diminish the number
of advertisements: which however would do no harm
