Rowing is an exercise amusing exertion occupation of which the utility
in quality of an assistance to the development of bodily
strength is indisputable out of dispute, has a fair title to admittance
into the list of exercises. The exertions
of in which it consists not being so altogether free however
nor so universal nor so various is those display'd in swimming,
it would come in rather as a succedaneum to swimming,
than in preference to that exercise, unless
in situations where the practice of it might
be made subservient to the further purpose of pecuniary
economy.

This exercise however ought never to be
permitted till it has been divested of the dangerousness
by a sufficient proficiency in the preservative art of
swimming.

Swimming as to afford a test of the degree of proficiency
adequate to the purpose of security should
be practiced at first in the usual way without cloathes,
but afterward with under the incumbrance of cloathes: beginning proceeding
with through the usual quantity to the extra quantity
commonly so frequently added in cold weather, such as a great coat
for instance in one sex, and a cloak in the other.
When a man has learnt to swim with a great
coat on and the pockets of it filled, then and then
not till then may the measure of the security depending upon a proficiency
in the art of swimming be pronounced as compleat.
