Sir S. Romilly in explanation. His right hon.
friend appeared to have misunderstood him with
regard to special motions. He thought they had
increased – but could not very satisfactorily account
for the extent of that increase. Not only had no
alterations taken place in the rules of the
Court but there was no change – even in
its doctrines. Yet there did in fact appear
to be more special motions – for which
he knew not at the present how to account –
but he believed the increase had been
greatly exaggerated. It was true four days
were now devoted to them where one
day formerly sufficed. But then it ought
to be recollected that at the former period
the Chancellor – relieved by the Master
of the Rolls – sat from 10 Oclocktill
of the day till 1 – 2 or 3 O'clock next
morning. It was no wonder if in
a day of that kind almost as much
business was done as in four ordinary
days. – That there was an re arrear
in the Court of Chancery he knew – but
he was convinced that it might be
got rid of at in 2 or 3 terms with
the same dispatch as that used by
the Master of the Rolls. before
