of this nature were made.  But no sooner were they made<lb/>
than the monopolists to the prejudice of whose monopoly<lb/>
this species of piracy was attempted, took care to <add>the requisite<lb/>
course for couching it</add> have it couched, and In the thick of the American war<lb/>
an Order of Council bearing date 29<hi rend="superscript">th</hi> March 1779 was<lb/>
obtained and issued for that <add>single</add> purpose.</p>
<p>Ought to be, and by antient practice and usage<lb/>
have been</p>
<p>"His Majesty judging the same" (the obnoxious<lb/>
<add>liberty</add> practice) "to be derogatory to his Majesty's right"<lb/>
<add>(viz. a right which was his Majestys no longer</add> viz. a right <del>which</del> of which his Majesty and his predecessors<lb/>
had divested themselves of – and productive of many<lb/>
inconveniences" – these <add>such</add> are the phrases which on the<lb/>
occasion in question were employed instead of reasons.</p>
<p>The utter absence of all <add>real</add> inconvenience is no bar to the<lb/>
<del>assertion</del> faculty of asserting the existence of inconveniences<lb/>
in whichever <add>magnitude and</add> number appearances may be thought to require:<lb/>
and thus it is that under the dominion of private<lb/>
and sinister interest the business of government is conducted.</p>
