The case of blockading is a case full of difficulty.
Let it be supposed Suppose that by blockading one vessel or one fleet for
a given time, say 6 months, as much mischief is
done to the enemy as by endamaging to a given degree, destroying or
capturing another vessel or another fleet, it will not
be denied, but that for reward in all its shapes taken
together, allowance being at the same time for differences
in respect of hardship, as above, the demand will be
equally great in each of these several cases, as in
each of the others.

But if the difficul in the case of endamaement
the difficulty operation of ascertaining the quantum or even the
fact is encompassed with difficulties, in the case of
blockage the mass of difficulty will in general be still
greater.

It is only by some rather extraordinary contingency
that it will be overcome, and the amount of damage
done to the enemy, or damage saved to our own ourselves service
brought within any tolerable degree a compass approaching in any degree to
precision.

But if so it be that any so in this or that case
any such contingency to should manifest itself, its the
unfrequency of such contingency, that is the number
of instances in which it does not manifest itself, does
not afford any reason why the means of ascertainment
should not be employed and profited by turned to use, when so it is
that they do manifest themselves.
