There the need of watching over the conduct of the Admiralty
and giving to it that publicity which then required
at the hands of Agents.
Opposite to this is the means which fuled Parliamentary interference

2. Another is the finding the like necessity for letting
the bird out of the cage, even without any such hope prospect
as the possibility of laying hold of so much as a single
sparrow.

To give For giving facility to the legislator when employed in
these dangerous propositions, one fortunate
circumstance is this, viz. that it is some one single
breast that is the seat of the determinations in which it at each point of time by which it is decided
that the blockade shall be continued or discontinued.
If it be by a single vessel that the blockade in question is
kept up, it is that of the Commander of that single vessel: if
it be that by a fleet it is that of the Commander of the
fleet.

If then the might purpose be the making provision for
that particular branch of service, and if so it be that the view of the legislator
is confined to that single object, thence so it is that continuing the producing
in that single breast the quantity of exertion necessary
to that single purpose is all that the legislator has
attended to, and that quantity whatever it be of the matter
of reward which for the keeping of of those exertions
is neither more nor less than necessary is neither more
the precise quantity which neither more nor less the legislator
has for this purpose to provide and make application
of.
