<p>Of this confusion some part at least might have been<lb/>
 
avoided if in the case of a set of articles so differently<lb/>
 
circumstanced as the <del><gap/></del> one <add>superior</add> High Court on the one hand <add>part</add><lb/>
and <add>widely scattered</add> the swarm of inferior Courts on the other the industry <add>ambition energy</add><lb/>
of the learned draughtsman could, <add>in the first instance, and thence in the second,</add> have contented <del>his</del> itself<lb/>
with the doing one thing at a time.</p>
<p>But the penman of the anterior Act having proceeded<lb/>
upon this scheme <add>plan</add> of condemnation and complication, and<lb/>
the penman of the posterior Act made it matter of duty<lb/>
to copy <add>take for his model</add> the imperfections of the Act the inefficacy of which<lb/>
<del>he</del> <add>is by</add> himself declared in his preamble, the consequence<lb/>
is whimsical enough.</p>
<p>In the Act of 1805 "transmitt" or "deliver" were the<lb/>
two words employed in the description of <add>the operation required</add> what was to be<lb/>
performed, transmission being all which at that time seemed<lb/>
to be <add>with reference to a hand stationed in Greenwich Hospital</add> possible to be done by the Registrar of an <add>a Vice</add> Admiralty<lb/>
