in such places respectively for distribution it is to the
Agent of course and him alone that a claimant will
have to apply. But when that time is outrun,
it seems not easy to say, why if there being the sort
of Deputy in question on the spot, his assistance
should not be given towards enabling a Claimant to
obtain his due thus long at this length of time after it has become due, the
assistance of such Deputy abroad should not be refused be afforded withheld
from a Claimant
as well as any more than that of a like deputy stationed at home.
Is it that it is has been made matter of policy to discountenance the
payment of these in places out of the United Kingdom?
This can not have been the case, for it is by the Prize
