3 Jany 1811
Prize 1805 1809: 1805 §. 94, 95

1. In the first and simplest case, the mass of business
necessary seems to be extremely altogether simple.

The Hospi Prize list in which if the applicants
title be good his name, and station, together with
the description of the amount of one the individual share
allotted to that station is or ought to be exhibi and
for convenience of inspection in a tabular form, exhibited
is already at the Hospital lodged in the proper
Office – say call it the Price &c Money Pay Office – or if there be
no other Pay Office simply the Pay Office.

In this case the identity of the claimant is the only
fact that made. On the list in the class of Seamen
appears the name of John Freeman Brown – the applicant
presents himself and says I am that John Brown.
If when speaking under the check of such sanction
as it is thought fit to employ, say for example oath
with capital punishment in case of perjury, such evidence
is regarded as affording sufficient security against falshood,
his signature (name or mark) being taken be a form of receipt, payment then follows of course.

If for further security a certificate of his identity
signed by some other person – a person of course
whose testimony is regarded as trustworthy, and
whose hand has been made known, such as that of
the Commander or some other Officer of the capturing Vessel, let require this additional
evidence be required. Here to the danger of punishment
in case of perjury is added the danger of detection
in case of forgery.

If no such attesting signature be not deemed
sufficient, add as many more as are deemed requisite.

But whether in either case a proper preliminary
and nor that a difficult one seems to be the requiring
from each Officer at the time of his appointment a signature
to be to transmitted
to the Hospital, and
there kept, to serve
as a standard of comparison
for every such
purchase subsequent signature purporting to be his.
