§. 94, 95.

In regard to place i.e. station of the applicant
the first case taken up is that above spoken of as
standing occupying second in the natural order the second place of the subject,
viz. that where the residence of the applicant placing
him in the neighbourhood of the residence a Treasurer's Deputy, personal application
is by the applicant made to him accordingly.

But this applicant who is he? the claimant
himself, the claimants representative in ,
or the claimants representative post obitum? At the
outset the mind pen of the draughtsman seems to have proposed
to itself to include comprehend and make provision for
all those cases. But by the time the work has reached
to the 17th out of the 28 lines of which that section is
composed consists, the case of a representative seems appears to have
had slipt it appears slipt out of the legislator's mind: "that the service
"of the claimant .... may be ascertained" is among the
questions points designated as necessary to be established,
and this claimant is the same person and the
only person spoken of throughout by the appellation in the character
of applicant – the person by whom notation in the character
character of claimant every thing requisite is to be done.
