<p>To operate in the character of matter of corruption<lb/>
 
the matter of good and evil require not to be applied –<lb/>
 
to be actually applied by <del>one</del> this or that hand in<lb/>
the character of a <hi rend="underline">corrupting hand</hi>.  Of itself, and<lb/>
without any such application the matter of <hi rend="underline">good</hi><lb/>
and <hi rend="underline">evil</hi> especially in the form of the matter of <hi rend="underline">good</hi><lb/>
keeps operating in so far as being as <del>been</del> <add>it</add> happens to<lb/>
it to be at te disposal of any <add>person</add> individual, in as<lb/>
far as the interest of that individual <add>or assemblage and division of individuals</add> is adverse<lb/>
to the interest of a greater number of individuals.</p>
<p>In every political state in the shape of the matter<lb/>
of wealth a quantity more or less considerable of the<lb/>
matter of good and evil is <add>has</add>, and a still greater<lb/>
quantity is expected to be at the disposal of the several<lb/>
persons in whose hands the business of his administrative<lb/>
department is lodged.  In every state in so far as in<lb/>
those same hands the disposal of it is left free, it is<lb/>
in the power of their trustees of the public so to dispose<lb/>
of it in favour of other trustees of the public <add>in the</add> belonging<lb/>
to the other departments of government viz. the legislature<lb/>
and the judicial as well as <add>to those belonging</add> to that same department<lb/>
the administrative, as to cause them to<lb/>
<add>be subservient</add> give the particular <del>and <gap/></del> interest of their<lb/>
depositions of the public wealth <add>stock</add>, at the expence<lb/>

Logic

To operate in the character of matter of corruption
the matter of good and evil require not to be applied –
to be actually applied by one this or that hand in
the character of a corrupting hand. Of itself, and
without any such application the matter of good
and evil especially in the form of the matter of good
keeps operating in so far as being as been it happens to
it to be at te disposal of any person individual, in as
far as the interest of that individual or assemblage and division of individuals is adverse
to the interest of a greater number of individuals.

In every political state in the shape of the matter
of wealth a quantity more or less considerable of the
matter of good and evil is has, and a still greater
quantity is expected to be at the disposal of the several
persons in whose hands the business of his administrative
department is lodged. In every state in so far as in
those same hands the disposal of it is left free, it is
in the power of their trustees of the public so to dispose
of it in favour of other trustees of the public in the belonging
to the other departments of government viz. the legislature
and the judicial as well as to those belonging to that same department
the administrative, as to cause them to
