A maxim with them
that Codes for the prevention
of offences should be formed
by those who have
the greatest adverse sinister
interest

It is a maxim with a certain class description of reFormists
not to give existence or support to any plan
of reform without the consent and guidance of those
to whose particular and sinister interest it is in
the strongest degree adverse: not to do wrong or diminish
any evil but by the consent and under the guidance
of those by whom for their own advantage it has been
created and preserved

a Smuggling prevention
Code should be made
by a committee of
twelve smugglers

From this maxim, if consistently acted upon
many practical results not months of observation
would follow

So For settling a the terms of a Code
having for its object the prevention of smuggling, in all its
branches, sole proper referees a Committee or Board of twelve Smugglers
