§. Mulet for obstruction to Justice by groundless complaints.

Art. If upon in comparison of divers instances 4

conspiracy Judge will
declare to that effect and
impose fines accordingly

appeared to the Judge that among the applicants in any of the concert for any the production of

obstructive applicators

Art. To the Government Advocate it will
belong in each occasion to be upon the watch for every such instance of obstruction
given to Justice and to make demand accordingly for the influ
of the mulat

Advocate

Art. So likewise to the Eleemosynary Advocate
in default of, is at the present, or of his own motive with the consent of the
Government Advocate, and with the consent of the Judge

Were it not for this means of repression, needless would
be causes than, for a knot of men to whose particular and ism
interest the system of natural procedure or there is
that application expected to be made of it were detrimental
to stop the course of justice altogether, and throw every
thing into confusion in consequence of which the only
system of procedure conducive to justice would wear the appearance of
being destruction of it.

As the expence of A reward excu for exceeding though it were
by no more than a small amount, the daily wages of the lowest paid
labour, thousands might peared in all sort as to occupy for
years with grounding application the whole g of judicial application that that could be brought
into operation
