At the outset of this paper of proposed Petition for Justice, it
has been shown/may have been seen how it is that an arrangement so essentially necessary
to the ends of justice namely the appearance of the parties or of a party or of
the parties in presence of each other at the outset of the suit could not but be[+] [+] universally marked out
for exclusion by Judges of
the superior order every
where: and whence it accordingly
Thus it is — that a the establishment of a system of judicature, composed of a
procedure Code and a correspondent judicial establishment established by authority
and designed for the spare fulfilment of the ends of justice is an
operation spectacle as yet without precedent in history.

mankind can not but be a lover of justice. But to the author of this page how unexpected
it could not but be or may have been at the commencement
of the proposed Full Length Petition, when it is
shown how incompatible the pursuit of the ends of justice
were with the only real shape which in early times could be
given to the remuneration attached to it.
