Scotch Reform – To the People

1. Object here – not to deprive any man of any existing right of property, but
to give increased security to all. 2. So power.
3. Examples of mischievous innovation. Episcopacy to Scotland, Presbytery to England.
4. Extension of Jury Trial opposed not because innovation, but on specific grounds.
5. Scotch to petition – not as Calvians but as subjects.
As to innovation – though the term is so much exposed to
6. matter Trial by Jury. Leo 1th Quantum notis profecet isla de chaste fabuta!
abuse – in practice so often and so much abused – abused
to the purpose of rendering abuse in all its forms ,
by rendering remedy, in all its forms, terrible and odious –
so much exposed to abuse that if it were possible I could
almost wish the language rid of it – yet in one sense –
and that a sense in which for aught I know it may have
happened to it to have been as often employed as on any other,
I feel no repugnance in acknowledging the jealousy and
aversion apprehension inspired by it to be just well grounded: and that is, where
the measure to which it is opposed against which it is levelled is of that class
in which such to make the object of change is either private
property or political power.

The Reformation! what an innovation there! Would
you wish to see Scotland once more the land of Popery? would you
wish to get back again your Monks and your Bishops?

The Lords of the Arc Articles – What an innovation there
again, the abolition of them! Would you wish them too back
again? Would you wish to have no law ever proposable, but
Court Law as under Bonaparte?
Tartan. Would you wish to have that back again, that
Scotchmen might die under it.
Justice of the Peace – would you wish to be rid of that bar
to anarchy – that Baron Baron and Sword against
Laird might render Scotland and once more from
to one continued field of battle.

But the Union! the last and most sweeping of all innovations! Would you wish to that dissolved? Would you wish to be
again in England and English Dependencies? Would it be pleasant
fighting with Northumberland and Cumberland, as before, than trading with them?
