In regard to this part of the reform, the object that first strikes me
to this article part of the reform, my principal objection
is to the great care, which on this taken by as on so many other occasions the learned Reformer seems to have has taken of
the interests of his protegé, the malâ fide suitor, supposing always
the existence of this child of iniquity to be known to the man of experience.
Whatever delay vexation and expence faculty of loading the
adversary with the burthen of factitious delay and expence
is offered to sale, the malâ fide suitor is the sure and only
willing customer for it: this faculty is the instrument put only instrument adapted to
into his hand for the accomplishment execution of his designs: it is all
that he has to pass to.

Now then supposing this arrangement really meant as a
check curb to the malâ fide suitor, on what condition does the
efficacy of it depend? on the this condition – that he shall of his own
accord, put it to into his own mouth: his designs are to produce load the
proceedings, and consequently the adversary, with as much delay, vexation and expence as possible: but the learned
reformer, comes with the word liberty in his mouth, steps in and
gives him the liberty of frustrating his own designs: and upon the his
acceptance of given to this offer, depends the efficacy of this check, and with it the
accomplishment of whatever designs of the learned Reformer himself
may have conceived formed, so far as the malâ fide suitor is concerned,
for the removal of this mass of inconvenience.
