to the River, instead
of being between
two Walks say
15 foot to be covered
viz: arched
thus

1. Covered way for
Chapel Visitors from
Panopt Town in
rainy weather.

2. The outside coverd
with earth, and
turfed and planted
— an artificial line
of hill, for beauty.

Plan — Advantages

1. Extraordinary
height of walling
considered as a fence
and thence proportionate
degree of
Security — and more
particularly appearance

2. Valuable space
for support of
Fruit trees.

Terrace; Promenade which
beside the pleasurable
purposes it is
may be applied to
13 First Floor as an additional
instrument of security —
being a lodgement
for Watermen.

Ground promenade
or Coverd Walk
communication
shelterd with
every part of Panopticon
Town and with
the Panopticon Chapel.
