Parly Reform Sinecures

Provision for inspiring alacrity, i.e. viz for inspiring
the extraordinary degree of alacrity and keeping up the extraordinary
degree of alacrity or flow of spirits as it is called necessary to those extraordinary
exertions of body or mind or both on some particular occasion which are
requisite to the rendering due performance of the service on some
occasions is another delineation purpose which is distinguishable from
all those that have been already mentioned, and
for which a separate provision is may in some particular
cases be found necessary.

The forms Examples An Exemplification of this application of public
money to official purposes may be found in the fermented
liquors occasionally served out to the lower orders of
public servants in the lines of service above mentioned.

It is in domestic government that the demand for a separate allowance
on this score is exemplified to the greatest extent:
but even in public service the higher lines of
public service a demand for money for which no
demand could be made on any other score may
in some instances be exemplified: as where for the
performance of some extreme extraordinary work, or of ordinary work with
an extraordinary degree of dispatch, extraordinary exertion
of mind becomes necessary. In this case are all literary
compositions to the excellence of which the faculty of invention
is necessary or conducive.

To a These several applications of public money to official
service are here mentioned – why? only to show that no poss nothing
has been overlooked – that no possible plea for donation
in the reprobated shape in question has been omitted.

As to alacrity – in the higher ranks of office if against
corruption – for responsibility and for official dignity the
whatsoever provision may be requisite and sufficient has been
made, whether for the purpose of inspiring and keeping up
alacrity any separate
provision can be requisite,
may be left
to be imagined.
