§. 10. 6. 5. render war more sinecures.

The security of the maritime trade – of the maritime
part branch, and of the maritime branch more especially in particular
the most important part viz. the coasting trade, by which
goods are conveyed from one part of our own country
to another depends upon the protection afforded to it
against the enemy by our own armed ships and in general, and more especially
by those to whom that duty charge is committed by
order of government.

By authority of the King, in due form of office and of law, this species
of public service is not only permitted but prescribed ordered:
and for the giving effect to the prescription ordinance, not only
the matter of punishment is employed but but
that more rare and pretious costly high prized highly prized instrument
of government – the matter of reward is called into taken out summoned
exercise employment: of the enemy, armed vessels in general
and in particular of such of them whose hostility
shall be found applying itself to this object occupying itself in the endeavour to produce mischief to us in this shape the value
of such as shall be taken is bestowed upon the captors
in the prescribed regulated proportions bestowed in each instance upon the captors
or at including all such persons certain persons however included as whether they
really have or no are considered as having contributed
to the capture.
